src,lib: refactor unsafe buffer creation to remove zero-fill toggle

This removes the zero-fill toggle mechanism that allowed JavaScript
to control ArrayBuffer initialization via shared memory. Instead,
unsafe buffer creation now uses a dedicated C++ API.
